How Tax Increment Financing (TIF) works
Crystal's downtown improvements are funded by growth — not by raising your taxes. Here's exactly how.
The 30-second version
When the DDA invests in downtown Crystal, property values rise. The extra property tax revenue created by that increase — the “tax increment” — is captured by the DDA and reinvested back into the district. Schools and the existing tax base still get what they got before. It's growth paying for growth.

What it does NOT do
- • It does not raise your tax rate.
- • It does not take money away from schools' base funding.
