- Property is current on taxes and code compliance
- Owner consent (if you're a tenant)
- Project is exterior-facing and visible from the public right-of-way

- Storefront windows, doors, awnings
- Exterior paint, masonry, lighting
- Permanent signage
- Accessibility improvements (ADA)
